28th Amendment to the U.S. Constitution

Section 1. The twelfth article of amendment to the Constitution of the United States is hereby repealed.

Section 2. The President shall be chosen by popular vote. The person with the most individual votes shall become the president-elect. Each State shall collect and certify its own votes. The States shall report their vote collection to the State Department. After all votes are counted and certified, the Speaker of the House shall report the President-Elect.

Section 3. In the case of a tie, the State Department will recount all votes. If the result is still a tie, the members of Congress shall vote. If the result is still a tie, the current President will decide upon the new President-Elect.

Section 4. No person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.
